It exists only where transmission occurs, forming and dissolving in response to signal movement throughout the Witness Runtime.

Wherever communication becomes possible, the Relay is already present.

The Relay generates nothing.

It carries.

Every exchange between observer and environment, entity and system, origin and reception passes through its structure without alteration.

Without it, all things remain isolated within their point of origin.
